Description
- implement the round-robin like algorithm to choose which payment gateway (either Easypay or MiGS) to be used when redirecting customer to payment page
- Subject changed from integrate the MiGS payment gateway into DotCom mall to integrate MiGS payment gateway into DotCom mall
This MIGS payment gateway is only apply on dot biz mall, but not dot com mall.
Only dot biz mall will need to have this MIGS payment gateway to run parallel with easypay, and later replace it.

not needed for international mall
